The Human Employment and Resource Training Agency (HEART Trust/NTA) was established as a statutory body under the HEART Act in 1982 to govern the development and delivery of Technical Vocational Education and Training in Jamaica.Its core business emphasizes training and certification of Jamaican citizens for employment, while regulating and setting standards for the TVET system in Jamaica.
The HEART Trust/NTA is a member of the International Labour Organization (ILO) and its technical vocational arm, CINTERFOR.The ILO has mandated that education and training are to be utilized to facilitate the achievement of the millennium development goal, poverty reduction.It also mandates that decent and productive work is provided for all.
Consistent with the ILO’s mandates and the National 2030 Vision for Jamaica “Jamaica, the place of choice to live, work, raise families, and do business”the HEART Trust/NTA, since 2009, has sought to reorganize and reposition the Trust to enable it to better respond to the emerging needs of Jamaica, thereby facilitating economic development and a more productive economy.
The vision statement, The creation of a Jamaican workforce trained and certified to international standards, stimulating employment-creating investments, contributing to the improved productivity, competitiveness and prosperity of individuals, enterprises and the nation, provides an insight into the strategic direction of the Organization.
This new thrust translates into the development of an integrated training system which seeks to:
Facilitate the delivery of higher level and improved quality Technical Vocational Education and Training (TVET) programmes
Provide relevant industry-based experience through a productive enterprise environment
Foster the development and growth of micro, small and medium enterprises (SMEs) through the ‘incubator experience’.
